The Academy was granted by the Collective Security Council in 2012 the status of a basic educational institution of higher professional education for the training of specialists for the CSTO member states. The Academy is currently training specialists for the five CSTO member countries.

ABOUT THE ACADEMY


The primary area of activity is training of specialists in the field of civil protection of population and territories against emergencies. The Academy has graduated more than 5000 highly qualified specialists since its foundation in 1992.

Today the Academy implements educational programs of Bachelor and Master degrees, postgraduate studies and advanced training.
Officers and civilian specialists are trained for territorial bodies, rescue military units, departments of the EMERCOM of Russia and other ministries and departments, including emergency management agencies of foreign states.

HIGHER EDUCATION

Quotas for foreign citizens are formed by the Ministry of Science and Higher Education in conjunction with EMERCOM of Russia and emergency management agencies of foreign states.
Only free education provided (quotas).

Full-time / 4 years
Upon the successful mastering of the educational program, graduates (officers) will be appointed to command positions of rescue units and emergency management agencies of foreign states.
For Bachelor’s program we accept young people under the age of 24 with secondary school education who are employees of emergency management agencies of foreign states.

For enrollment:
    1. to pass a professional selection conducted by the emergency management agencies of foreign states;
    2. to pass a professional selection and exams conducted by the Academy:
        Interview
        Russian language (dictation, test), Mathematic, Physics, physical training
        Medical examination
Master's degree
Management of Military Units
Full-time / 2 years
Upon the successful mastering of the educational program, graduates (leading stuff officers) will be appointed to positions of rescue units and emergency management agencies of foreign states.
For Master's program we accept officers under the age of 35 with higher education who have served in officer positions for at least 5 years, mainly in command positions:
   
     • Heads of emergency management agencies departments of foreign states, Battalion commanders;
     • Senior officers of emergency management agencies of foreign states, Deputy Battalion commanders.

For enrollment:
      • Interview
      • Russian language (dictation, test)
      • Medical examination

Advanced training and professional retraining

The Academy invites foreign experts to complete advanced training courses and professional retraining from 16 to 324 hours.

All the programs of advanced training are developed in accordance with recommendations of the International Civil Defence Organization
They are adjusted and adapted to the conditions of each country at the request of the expert or organization
Courses are conducted in Russian with an interpreter both at the Academy and by the Mobile Training Teams in foreign countries.
To complete the advanced training course the following steps need to be taken:
  1. to select a training course from the list
  2. sending an official request to the Academy address indicating the name of the training program, the forms of training, the desired volume in hours, the duration of training
  3. at least 20 working days before the start of study, send to the Academy a list of students with the positions and copies of foreign passports
  4. officer of the International Department of the Academy will contact you and provide complete information on the start of the training

Research

The Academy research work is focused on the urgent problems in the field of civil defence, prevention and elimination of emergencies.

The main goal of research work is to develop the Academy as a scientific and educational center aimed at the EMERCOM of Russia priority areas of science, engineering and technology.

Research and practical works
The Academy conducts extensive research in various fields of science. It performs more than 10 scientific works annually. As part of the research, interested scientists and specialists of the Russian Emergencies Ministry departments, emergency rescue, fire and rescue, scientific organizations, educational institutions, research and production enterprises, as well as representatives of foreign scientific and educational organizations, rescue services of foreign states (based on Cooperation Agreements) are involved.
International Scientific Conferences and Workshops
The Academy is a platform for international events in the field of civil defenсe, protection of the population and territories from emergencies under the umbrella of EMERCOM of Russia, the ICDO and other international organizations.
The Academy holds international conferences and workshops to further development and strengthening of the international cooperation, exchange of research experience and participating in international humanitarian projects, programs and operations.  
Scientific Journal and electronic editions of the Academy
The Academy scientific journal is included in the List of the peer-reviewed journals recommended by the Higher Attestation Commission of the Ministry of Science and Higher Education of the Russian Federation.
We invite to cooperation legal entities and individuals dealing with problems in the field of civil defence, protecting of the population and territories from emergencies, ensuring fire safety and assessing risks in these areas, by placing materials and publications in the journal.

The International Civil Defense Organization (ICDO) is an international intergovernmental organization that establishes between national civil defence organizations and promotes research in the field of public protection, organizes the exchange of experience and coordinates efforts to prevent, prepare for and act in emergency situations.

The active work of the Academy is closely connected with ICDO. Seminars, conferences, exchange of experience, as well as training of specialists in the field of civil defence and civil defence are jointly organized, curricula are developed for the training of officials (senior and middle) of the line ministries for the member countries of ICDO.
CSTO
Collective Security Treaty Organization (CSTO) is a regional international organization whose goals are to “strengthen peace, international and regional security and stability, protect on a collective basis the independence, territorial integrity and sovereignty of member states, the priority in which member states give to political means.”

He takes part in the work of the International Youth School within the framework of the CSTO University League, of which the Academy is a member.

Nowadays the Center has a number of operations to assist and eliminate emergency situations in the territory of Armenia, Georgia, and other states. One of the priorities of the Center is the work on staff training, conferences and seminars, as well as participation in exhibitions. Not only the programs of additional professional education are providing for armenian specialists, but also the higher education programs. Conducting seminars, conferences, and interaction in various areas is actively continuing to present day.

The International Committee of the Red Cross (ICRC), which was founded in 1863, works worldwide to provide assistance to people affected by conflict and armed violence, as well as to distribute knowledge of laws protecting victims of war.

The ICRC is located in Geneva, Switzerland and employs approximately 16,000 people in more than 80 countries. It is financed mainly through voluntary donations from governments and national Red Cross and Red Crescent Societies. The International Committee of the Red Cross is an impartial, neutral and independent organization whose goals and objectives are exclusively humanitarian in nature and are aimed at protecting the lives and dignity of people affected by armed conflict and violence and providing them with assistance. By promoting and reinforcing humanitarian law and universal humanitarian principles, the ICRC is working hard to prevent human suffering. The Civil Defence Academy together with the Red Cross organizes joint conferences, seminars and webinars and work closely for a long time
RRCC
The Regional Russian-Cuban fire and rescue specialists training center  was established on the basis of the National Firefighters School of the Ministry of Internal Affairs of the Republic of Cuba, located in Havana.

The center is the first educational institution of its kind in the Latin American and Caribbean region.
The center was established on November 12, 2009, when the head of the Russian Emergencies Ministry, S. Shoigu and the head of the National Headquarters of the Civil Defense of Cuba, R. Pardo Guerra, signed Memorandum of Understanding regarding cooperation in the field of disaster prevention and liquidation of their consequences, as well as a Long-term cooperation plan in this area.
The interaction of the Civil Protection Academy with the Russian-Cuban center is quite comprehensive. Sending Russian specialists to Cuba to provide advisory assistance,  training Cuban specialists on programs of additional professional education at the Academy. Also the study of Cuban specialists in higher education programs at the faculty for training foreign specialists is considered.
